France is facing a concerning delay in the electrification of its energy usage.

Fossil fuels continue to dominate. They still account for more than half of final energy consumption, which contradicts the trajectory toward energy transition and carbon neutrality.

Yet, France possesses a major asset: electricity produced locally and largely decarbonized, thanks to nuclear power and renewable energy sources.

According to RTE, reaching climate goals requires doubling the pace of electrification. The ambition is clear: increase electricity consumption by 40% by 2050.

With the new multiannual energy program (PPE 3) and the upcoming national electrification plan, France intends to accelerate this shift.

Businesses are on the front lines.

Should you electrify your operations today? Why would waiting be a strategic mistake? How can you successfully implement this electrical transition?

Sirenergies is here to guide you.

1. The state of electrification in France: an overview

France is currently facing an energy paradox: the country is producing more and more electricity, but its consumption is not increasing.

This stagnation is concerning. To achieve carbon neutrality, the electrification of energy usage must accelerate.

1.1 Key electricity figures for 2025

RTE's electricity report confirms the imbalance between production and consumption.

In 2025, French electricity production reached 547.5 terawatt-hours (TWh), an increase of 1.5% compared to 2024.

At the same time, national electricity consumption has stabilized at 451 TWh (+0.4% in one year). It remains 6% lower than the average consumption observed between 2014 and 2019.

1.2 A stagnant share of final energy consumption

This trend reflects France's lag in the electrification of transport, buildings, and industry.

In 2024, electricity accounted for 26% of final energy consumption. This proportion is down one percentage point compared to 2023 (27%). With a 56% share, oil and natural gas remain the primary energy sources.

For France, the reality is sobering: energy sobriety and efficiency efforts by households and businesses are primarily targeting electricity consumption. The result: it is falling faster than that of fossil fuels. Yet, the energy transition and decarbonization require the exact opposite.

France therefore finds itself in a paradoxical situation:

  • To meet its energy needs, the country imports massive amounts of fossil fuels, which are costly and high in CO2 emissions...
  • … while exporting a portion of its locally produced, carbon-free electricity, due to insufficient domestic electricity consumption.

2. Why is the delay in electrification a problem for France and its businesses?

The delay in electrification goes beyond just energy issues.

It raises broader concerns regarding energy sovereignty, economic stability, and the fight against climate change.

2.1 An issue of energy sovereignty

Dependence on oil and natural gas makes France vulnerable to international crises.

The war in the Middle East illustrates this once again. As soon as the global balance is disrupted, European countries immediately suffer the consequences in terms of energy supply and prices.

In this unstable context, accelerating the electrification of usage is more strategic than ever to:

  • Strengthen energy autonomy.
  • Secure supply.
  • Limit exposure to external shocks.
  • Reduce France's energy bill (50 to 70 billion euros in imported hydrocarbons each year).

‍

💡

‍

‍

2.2 An issue of economic stability

Electrifying usage would also help stabilize energy costs.

During times of crisis, electricity prices rise more slowly than those of fossil fuels.France benefits from a structural advantage.

As noted by the Minister of the Economy, Roland Lescure, when asked about the war in Iran, the combination of nuclear and renewable energy:

"helps decouple electricity prices in France from the volatility of gas prices."

In normal times, a gradual increase in electricity consumption would allow for better balancing of supply and demand in the market. This adjustment would limit destabilizing episodes, such as negative prices during peaks in renewable electricity production.

‍

‍

💡

‍

2.3 A climate challenge

Dominated by nuclear and renewable energy, the national electricity mix gives France a strategic advantage in reaching carbon neutrality by 2050.

According to RTE, halving the share of imported hydrocarbons in final energy consumption would reduce CO2 emissions by approximately 60% by 2035 compared to 1990.

‍

💡

3. Businesses: why electrify your operations now?

Long held back by technical, regulatory, and financial obstacles, the electrification of operations is entering a more favorable phase in France. The timing is now strategic for planning and investment.

3.1 Electrical infrastructure currently being modernized

For several years, grid operators have been investing heavily in the modernization of electrical infrastructure. The goal? To accommodate new electricity flows and reduce connection lead times.

In its new ten-year network development plan (SDDR), transmission system operator RTE has announced two key priorities:

  • Strengthening extra-high-voltage lines.
  • Accelerating the connection of mature industrial projects and new electricity consumers (data centers, factories, etc.)

For its part, the distribution network operator Enedis is accelerating connections. By 2025, 2.8 million electric charging points were connected, placing France second in Europe. Nearly 50 GW of renewable power is also connected.

3.2 A finally committed national electrification strategy

Fiscal and regulatory uncertainty has left businesses and households in a wait-and-see mode.

The PPE 3 puts an end to this hesitation. It clearly confirms the priority given to the electrification of end-uses.

This strategy is set to be reinforced in 2026 with the publication of two foundational documents:

  • A national electrification plan, focused on electric mobility, heat pumps, and electric industrial furnaces.
  • Version 3 of the National Low-Carbon Strategy (SNBC), which is 80% focused on electrification.

Currently under consultation, the draft SNBC 3 aims for the following by 2030:

  • 66% electric vehicles in new car sales.
  • 8.8 million heat pumps installed in the residential sector.
  • 45% electricity in the industrial energy mix, compared to 37% today.

The goal? Phasing out coal by 2030, oil by 2045, and fossil gas by 2050.

3.3 Competitive electricity costs

The cost of the electrical transition is a key issue for businesses. However, the current climate is favorable for investment, thanks to:

  • Incentive-based tax measures for electro-intensive sectors (tax reductions and exemptions).
  • Current and projected market prices that are stable and competitive (excluding external shocks).
  • Numerous investment subsidies to support the energy transition of businesses.

The draft SNBC 3 also provides an initial response to the ongoing debate regarding electricity taxation. It introduces "the guarantee of a competitive price for low-carbon electricity compared to fossil fuel solutions."

  1. Businesses: how can you electrify your operations?

Electrifying operations is both an environmental and economic choice. The current climate is favorable, but how can you successfully implement this transition? This transformation is structured around several key steps.

3.4 Conduct an energy audit

An energy audit is the cornerstone of an effective investment strategy. It helps identify primary consumption areas and the energy sources currently in use.

With this analysis, a company can prioritize which operations to electrify, by evaluating several criteria:

  • Expected energy savings.
  • Investment costs.
  • Return on investment.
  • Available subsidies and support.

Note: for some companies, anenergy audit became mandatory in 2026.

3.5 Identify the most relevant operations for electrification

With the assessment in hand, the company can identify the areas where electrification will be most efficient and cost-effective. The technical feasibility and financial viability of each project must be studied on a case-by-case basis.

Three areas are often prioritized:

  • Theelectric mobility, accessible and quick to implement (gradual replacement of combustion-engine vehicles with a 100% electric fleet, installation of charging stations).
  • Thebuilding heating, with the development of industrial heat pumps to replace gas and oil boilers.
  • Energyindustrial processes, with the electrification of gas or oil-fired equipment (industrial ovens, dryers, cookers, heating baths, pasteurizers, etc.)

3.6 Securing electricity prices

To mitigate the risks of price volatility, companies can protect themselves by securing their long-term purchasing strategy through:

  • Negotiating a Power Purchase Agreement (PPA) : this long-term purchase contract sets a stable price over several years and secures a portion of energy supply.
  • Fixed-price purchase contracts to ensure budgetary stability. Many companies opt for hybrid strategies, mixing long-term (forward) and short-term (spot) prices to take advantage of market price drops.

With Sirenergies, secure your electricity prices through a customized purchasing strategy.

‍

3.7 Reducing the cost of electrification

Businesses can reduce the cost of electrification by taking advantage of current opportunities. They can benefit from:

  • From numerous public and private grants : Energy Savings Certificates (CEE), Green Fund, Heat Fund, ADEME calls for projects, tax support for electro-intensive companies, tax benefits for purchasing electric vehicles, etc.
  • Support forself-consumption of local and renewable electricity, with the option for partial resale

‍

‍

4. Conclusion

Electrification is currently the most effective lever for decarbonizing the economy and reducing dependence on fossil fuels. Yet, despite a surplus of low-carbon production, France is struggling to electrify its energy usage.

This lag in electrification opens a window of opportunity for businesses. Those that seize it will be able to benefit from energy that is more stable, lower-carbon, and more competitive.

Admittedly, political uncertainties persist. But in the long term, the future will be sustainable, or it will not exist at all.

Failing to invest today means exposing yourself to future regulatory changes, fossil fuel market volatility, and decarbonization constraints.

With Sirenergies, electrify your operations today. Seize the opportunities in the electricity market and take advantage of available grants.

The answers to your questions

What is the difference between €/MWh and kWh?

The €/MWh is a price unit used in wholesale markets, while kWh is the unit visible on your bills.

What is the difference between Scope 1 and Scope 2?
  • Scope 1 concerns direct emissions (combustion on site),
  • Scope 2 deals with indirect emissions related to purchased energy (electricity, steam).
How do I read an electricity or gas bill?

One invoice consists of several elements: consumption, supplier share, taxes and contributions. The analysis of each line makes it possible to identify possible errors and to check the consistency with the signed contract.

Is Bellenergie Business electricity really green?

Yes. The supplier guarantees an offer 100% renewable via the official Guarantees of Origin (GO) mechanism.

For the most demanding companies, the offer GREENVOLT+ ensures very low carbon intensity electricity, sourced exclusively from independent French producers (hydraulic, wind, solar).

‍

What is the point of following Spot & Forward prices?

This makes it possible to choose the right time to contract, secure your budgets and anticipate increases.

‍

What are the advantages of sourcing?

Sourcing offers better visibility on the market and promotes the selection of competitive contracts. It helps to reduce the risks associated with price volatility and to optimize the energy budget.

How to properly define your subscribed power?

The subscribed power must be calculated according to the consumption profile and uses (heating, industrial processes, tertiary equipment). One fine analysis makes it possible to ensure the adequacy between real need and contract.

‍

What taxes are particularly relevant to manufacturers?

The industry is concerned by TICFE, TICGN and other contributions that may represent an important part of invoices. Sirenergies identifies cases of exemption and accompanies the procedures to benefit from them.

‍

How to optimize taxes and contributions?

Tertiary companies are concerned by taxes such as TICFE or TICGN. Sirenergies checks the accuracy of invoices, identifies possible exemptions, and helps correct errors to sustainably reduce costs.

What are the consequences of overpowering?

Exceeding capacity leads to financial penalties and can impact the size of the contract. Adjust the correctly subscribed power makes it possible to avoid these additional costs.

What are the main taxes applicable?

Among the taxes include TICFE, TICGN, CTA, CJA and TURPE. They represent a significant part of the bill and vary according to consumption profiles. Understanding them well is essential to optimize costs.

What are the energy challenges for manufacturers?

Industrial companies consume large volumes of energy for their production processes. They have to deal with the volatility of prizes, multi-site management and specific taxes. Controlling costs is essential to remain competitive.

What are the challenges for tertiary companies?

Tertiary companies must manage their energy costs while guaranteeing the comfort of users (offices, shops, services). Consumption is often linked to heating, air conditioning and lighting, which requires precise monitoring to avoid budgetary excesses.

What are the concrete benefits for tertiary companies?

Les profits include a direct reduction in bills, strengthened budgetary forecasting and better control of consumption. Businesses gain visibility and efficiency thanks to adapted tools.

‍

What is the main objective of the Multiannual Energy 3 Programming?

The central objective of PPE 3 is to engage France towards carbon neutrality by 2050 by breaking the country's historical dependence on fossil fuels.

Today, approximately 60% of final energy consumption in France still relies on imported oil and natural gas. PPE 3 aims to radically reverse this trend by setting an ambitious target: to reach 60% of carbon-free energies in final consumption by 2030.

To achieve this, PPE 3 pursues three major sub-objectives:

  1. Massive decarbonization: Replace fossil fuels with low-carbon electricity or renewable heat in industry, transport and buildings.
  2. Energy sovereignty: Reduce the national energy bill (around 60 billion euros per year) and get rid of the volatility of the global gas and oil markets.
  3. Economic competitiveness: Guarantee businesses and households access to stable, abundant and predictable energy at a predictable cost, disconnected from geopolitical crises.

‍

‍

How to optimize the taxes and contributions of a community?

Communities are subject to taxes such as TICFE or TICGN. Sirenergies analyzes invoices, identifies exemption possibilities and fixes possible errors to reduce the tax burden.

‍

Why change energy suppliers?

Changing suppliers can allow you to benefit from more competitive prices, adapted services or better contractual conditions. Thanks to sourcing, change is happening without interruption of supply.

How do I get a tax exemption?

Some businesses may obtain a partial or total exemption from the TICFE or the TICGN, depending on their activity and energy intensity. The support of an expert makes it possible to identify the eligibility criteria and to put together the file.

What is the Multiannual Energy Programming (PPE)?

La Multiannual Energy Programming (PPE) is the strategic management tool for France's energy policy. Established by the 2015 law on energy transition for green growth (LTECV), it serves as a compass for the State, communities and businesses.

Concretely, the PPE sets the priorities for action of the public authorities for the management of all forms of energy on the national territory. It covers a period of ten years, divided into two periods of five years, and must be revised periodically to adapt to technological and economic developments.

It deals with major topics such as:

  • Security of supply.
  • Improving energy efficiency and reducing consumption.
  • The development of renewable and recovered energies.
  • The electrical production strategy (nuclear, thermal, etc.).
  • The balanced development of networks and storage.

It is crucial not to confuse it with National Low Carbon Strategy (SNBC). While SNBC sets carbon budgets (the ceilings for greenhouse gas emissions by sector), the PPE determines the technical and energy resources to achieve them.

‍

What are the customer reviews on bellenergie Business's customer service?

In 2025, the supplier had a NPS (Net Promoter Score) of +16 and a note of 4,17/5.

Satisfaction is based on a “zero solicitation” model and 100% in-house customer service in Toulon, guaranteeing proximity and responsiveness that cannot be found with major historical suppliers.

What is energy sourcing?

Sourcing consists in identifying and analysing the offers of several electricity and gas suppliers. This approach makes it possible to obtain contracts adapted to the consumption profile and budgetary constraints of the company.

What are the energy challenges of the agricultural sector?

Farms must deal with high seasonal needs (greenhouse heating, irrigation, storage) and high volatility of prizes. Controlling these costs is essential to maintain profitability and secure the business.

Why launch an energy tender?

‍

How do you calculate Scope 2 emissions?

To calculate Scope 2 emissions, use the following formula:

Energy quantity (kWh) × Emission factor (kg CO₂ e/kWh).

Use databases like ADEME for precision.

Which taxes are particularly relevant for farms?

Farms are subject to taxes such as TICFE or TICGN. Sirenergies verifies their application, identifies cases of exemption and accompanies the procedures to reduce the tax burden.

Why is Scope 2 crucial for CSR?

It allows you to prove your commitment to the energy transition and to meet regulatory requirements.

‍

Who can benefit from optimizing invoices and taxes?

All businesses, from SMEs to large organizations, can benefit from this service. Les local authorities also find it a lever to better control their budgets.

The answers to your questions
