On 8 April 2022, it was published in the Official Journal on Decree no. 2022 - 495 of 7 April 2022 relating to the offloading of natural gas consumption, modifying the energy code. The aim of this decree is to make possible Targeted gas cuts next winter to deal with a possible interruption of supply or an embargo on Russian gas, as is the case with Russian coal.
Who is affected by this decree? Will electricity also be affected? That is what we are going to see in this article.
The decree provides that large gas consumers, those who consume more than 5 GWh per year, could potentially be offloaded from the network. In other words, this means that they could potentially no longer be supplied during Peaks in consumption.
This decree concerns consumers connected to the transport network, GRTgaz and Teréga, but also all customers over 5 GWh connected to GRDF distribution network.
From the 1Er April 2020, gas consumers could already sign a interruptibility contract in return for a reduction in their delivery bill.
This market measure allows the consumer who agrees to reduce his consumption in the event of activation of the device a proportionate reduction of the component” Storage compensation ”, whether or not this device is triggered during the contract.
Through the commitment of its customers, the network operator thus has an interruptible capacity allowing it to better manage the passage of peak consumption.
Currently, at the end of the winter period, An interruption of Russian gas supplies would not have an impact on consumers. On the other hand, The question arises for this summer, period during which the filling of gas storages in preparation for next winter. And of course, it arises for next winter where a stoppage of supplies would have a very significant impact on industrial activity and the comfort of large residential and tertiary complexes.
So there is a first essential challenge which is to refill gas reserves to anticipate next winter which is likely to be very difficult as a result of the war in Ukraine and the measures taken in response by the European Union.
The challenge in France focuses on A dependence on Russian gas accounting for 20% of total imports, but it is 40% for the EU. Indeed, the simulations carried out by GRTgaz show that France would be less affected than its European partners. However, in case of severe winter or episodes of intense cold, France must consider reducing consumption.
The consumers affected by this measure are about 5,000, these include:
However, every year, transmission and distribution network operators conduct a survey of all these consumers in order to determine which consumers meet critical issues, such as:
On the electricity side, another device called” Interruptibility “already exists, it also makes it possible to immediately interrupt the supply of electricity on 18 sites that are very large consumers of electricity connected to the electricity transmission network in order to avoid any Blackout on the UCTE European interconnected network. These sites are under contract with RTE and, in return for their participation in this interruptibility mechanism, they receive a very substantial remuneration according to their erasable power.

On 7 April 2022, the member states of the European Union approved an embargo on Russian coal. On the same day, in France, The load shedding decree is signed by the Prime Minister. However, the Government indicates that this decree would have been published in all cases to avoid instability in the gas network in accordance with an ordinance of 2018.
Even if there is no embargo on gas yet, this load shedding decree takes on a particular color in the current geopolitical context.
France is therefore preparing for a halt in Russian gas supplies for next winter. The measures envisaged by the Government concern tried and tested devices, some of which, such as load shedding, have already been used in the past.
As mentioned earlier, two years ago, interruptibility replaced delestability. With this new load shedding decree, the government is bringing offload shedding up to date. Thus, network operators always have interruptibility contracts and, as a last resort, they can use “arbitrary” load shedding.
In recent days, the government has redoubled its efforts to develop other measures to counter any embargo on Russian gas supplies. In particular, the State is considering an increase in imports of LNG (Liquefied Natural Gas) coming from u.s. and the installation of a ship” LNG terminal ” LNG gasification in the port of Le Havre in collaboration with TotalEnergies and Engie.

The central objective of PPE 3 is to engage France towards carbon neutrality by 2050 by breaking the country's historical dependence on fossil fuels.
Today, approximately 60% of final energy consumption in France still relies on imported oil and natural gas. PPE 3 aims to radically reverse this trend by setting an ambitious target: to reach 60% of carbon-free energies in final consumption by 2030.
To achieve this, PPE 3 pursues three major sub-objectives:

La Multiannual Energy Programming (PPE) is the strategic management tool for France's energy policy. Established by the 2015 law on energy transition for green growth (LTECV), it serves as a compass for the State, communities and businesses.
Concretely, the PPE sets the priorities for action of the public authorities for the management of all forms of energy on the national territory. It covers a period of ten years, divided into two periods of five years, and must be revised periodically to adapt to technological and economic developments.
It deals with major topics such as:
It is crucial not to confuse it with National Low Carbon Strategy (SNBC). While SNBC sets carbon budgets (the ceilings for greenhouse gas emissions by sector), the PPE determines the technical and energy resources to achieve them.

Non.
