It is true that today the increase in natural gas and electricity prices is frightening the energy markets. Currently, the energy markets are in turmoil, this is due to conjunctural factors that are not directly related to taxes applied to your invoices.

However, if we look at the increase in energy prices over the long term, beyond 10 years, we notice that the increase in taxes is largely responsible for the increase in energy bills. This is particularly the case for electricity, but the supply of gas is no exception either. In 10 years, some taxes have increased by more than 20% on your gas bill.

According to the Energy Regulatory Commission (CRE), taxes represent nearly a third of a gas bill of a residential customer at a regulated rate. Its increase therefore has immediate consequences on the energy budget planned by companies. Unlike energy prices, taxes apply in the same way to all customers.

A few reminders: energy, transport and taxes

Your gas bill is made up of three parts.

First of all, there is Energy, that is to say the price of the gas you consume. Then Delivery costs gas from production plants to your home or business. Finally, The fiscal part, in other words, all the different taxes that each customer is subject to.

The fixed part and the variable part

Beyond this breakdown, your gas bill is divided into a fixed part that does not depend on your consumption, and a variable part.

  • The fixed part is composed of the subscription as well as the Delivery Rate Contribution (CTA). These amounts are fixed and depend on the elements of your contract (size of the site, location, etc.).
  • The variable part depends on your gas consumption over the period. It is calculated by multiplying the number of kWh consumed by the price per kWh provided for in the contract. La TICGN (Domestic Tax on Natural Gas Consumption) is also calculated according to the customer's consumption. It is therefore part of the variable part of the bill.

The taxes on your gas bill

There are exactly three taxes on a gas bill.

  • La VAT : it is divided into two parts — a rate of 20% on the amount of your consumption as well as on the TICGN (variable part), and a rate of 5.5% applied to the amount of the CTA and the subscription (fixed part).
  • La CTA (Transport Tariff Contribution): this contribution makes it possible to finance the specific rights relating to old-age insurance for IEG personnel (electrical and gas industries).
  • La TICGN (Domestic Tax on the Consumption of Natural Gas): this tax makes it possible to finance in particular the contribution of injection of biomethane on the network. In 2016, the CSPG and the CTSSG were absorbed by the TICGN.

The TICGN is considered a tax revenue just like VAT. For example, this tax has brought 2.4 billion euros in 2019 to the state budget.

How did these taxes evolve?

The CTA (Transport Tariff Contribution)

As mentioned earlier, this contribution finances the pension plan (old age) for employees who retired before 1Er January 2005. It is calculated according to the cost of transporting natural gas and represents less than €40 per year. Its evolution is therefore modest over time (barely 3% in 15 years).

The TICGN has seen a meteoric rise in 10 years

The TICGN is probably the reason why the amount of natural gas taxes has increased in recent years. It went from €1.19/MWh in 2013 to over €8.45/MWh in 2019!

First, the absorption of CTSSG and CPSG — which fund the Development of biomethane as well as the solidarity tariff — more than doubled the level of this tax. Since biomethane is considered essential to the energy transition, the various successive governments have increased the weight of this tax on the bill. The increase in carbon taxes is also partly responsible for this increase.

If one observes The 2018 Finance Bill, it is stated that the amount of the TICGN should continue to grow in the coming years.

It is therefore necessary to foresee a structural increase in taxes of The gas supply bill in the years to come. The French government froze this trajectory following the 2019 Yellow Vests social movement. However, the bill provided for an increase to more than €16/MWh in 2022.

How do I get an exemption from TICGN?

Some businesses are eligible for a Exemption from TICGN in a few specific cases.

In particular, companies using natural gas are found in the following cases:

  • as a raw material, for example for the production of electricity;
  • in metallurgy, in electrolysis processes;
  • natural gas extraction and production activities.

To do this, you will need to provide a form from the customs administration (Cerfa) as well as the statement of your natural gas consumption.

There are also reduced rates which can reduce the impact of this tax on your bills. This only applies to the following activities:

  • businesses whose activities are exposed to the risk of carbon leaks;
  • companies that consume large amounts of energy (gas-intensive);
  • companies whose natural gas consumption exceeds 800 Wh per euro of added value. This is an accounting calculation: if the consumption of natural gas represents too great a cost, it is possible to obtain a reduced rate.

These reduced rates thus increase the TICGN from around €8/MWh to nearly €1.60/MWh.

Taxation has played an important role in the rise in gas prices over the last decade. However, as we have seen, this increase is structural and is destined to increase in the years to come.
