Les CEE (Energy Saving Certificates) are a crucial element of energy renovation in France. “Boost” operations and other devices represent a very important part of energy savings. This system is subject to periods that change over time.

As we know, the purpose of this measure is to encourage energy efficiency. France is committed to meeting ambitious goals in terms of energy efficiency. We often talk about the threshold of -30% energy by 2030.

It is therefore quite normal to see the objectives increased over the different periods. This is undoubtedly the will of the Ministry of Ecological Transition.

Highly anticipated by professionals in the sector, this new regulatory arsenal, as we will see, should speed things up on the subject. What are the novelties, changes and objectives of this 5th EWC period?

What's new in the 5th period of the EEC system

An increase in objectives expected

First of all, the period selected will last more than 4 years, from January 1, 2022 to December 31, 2025. This period is one year longer than usual. This gives the possibility of making more savings over the same period of time.

One of the important points is the theoretical obligation level, which stands at more than 2,400 TWh cumac over the entire period. What we are talking about here is saving energy thanks to energy renovation work. This represents 6,600 TWh/year.

The increase in the goals that weigh on energy suppliers reached 12.5% compared to the previous period.

A general reduction in grants

The operations we call”A helping hand“are about to disappear. Indeed, the removal of devices Isolation boost and Heating boost will lead to an increase in the cost of operations to replace coal and fuel oil with gas.

This trend of reducing aid is a reaction to criticism of the system in period 4. Indeed, many people took turns to denounce the excessive subsidies on the various projects. So the idea today is to do more energy efficiency with fewer state subsidies.

Strengthening control operations

This fifth period is an opportunity to respond to another recurring criticism made to CEEs: Frauds. Today, there are significant fraud in this system. Since subsidies are high, the lure of profit can attract ill-intentioned entrepreneurs.

To combat this, a legal and control arsenal is planned for the fifth period.

THEOrder of September 28, 2021 Increase the number of checks planned at the work site or remotely. The objectives of satisfactory controls increase during the period to reach important and ambitious quality standards.

Until now, only a small number of operations (insulation, etc.) were subject to mandatory controls. With this new period, the spectrum of controlled operations is expanding. The new regulations thus provide for tripling control operations to combat fraud.

The challenges of the evolution of the EEC mechanism

A new distribution of efforts by sector

Gas suppliers are going to be called upon to a greater extent than is the case today. A new calculation method is in place as of January 1, 2022. The new method only takes into account the quantities of energy that are marketed.

The latter slightly reduces the obligations of electricity suppliers and further penalizes gas suppliers.

So this should have an impact on your natural gas bills in the years to come.

The focus is on the decarbonization of French consumption

Changes in the amount of premium granted under the EECs promote “intensive decarbonization” work. The focus is on replacing older boilers with newer models. The use of clean and renewable technologies is also encouraged.

As an example, we can cite the biomass boiler or, in general, the heating systems that operate on renewables.

This specific equipment will entitle you to more CEE than the real energy savings. To be validated as a “Boost” operation, this work must be completed before the end of 2026.

The device is therefore essential to the energy transition that has already begun in France. It should be noted that it is one of the only mechanisms encouraging energy savings. However, the energy transition will necessarily involve an overall reduction in demand or, at the very least, through more efficient consumption.

How can we protect ourselves against these structural increases in the price of EWCs?
