In 2025, taxes represent nearly a third of consumers' gas bills. This weight almost doubled between 2013 and 2025. Over the past two years, taxation on natural gas has been changing rapidly. Every item on the bill is affected, between a record increase in excise duties on gas and a single VAT rate.

The excise duty on natural gas: from stability to record high

Since 2022, the excise on natural gas has been the new name given to Domestic consumption tax on natural gas (TICGN). Over the past two years, its spectacular increase has weighed heavily on the energy bill of businesses and households.

A tax to support energy efficiency and solidarity

Created in 1986, the TICGN initially aimed to encourage consumers to limit their use of natural gas and, therefore, to reduce CO emissions2 associates.

Since 2017, the TICGN has integrated two contributions:

  • The contribution to the special gas solidarity tariff (CTSSG).
  • The contribution to the public gas service (CSPG).

Renamed excise on gas in 2022 to align with European law, this tax contributes to financing of energy policies, solidarity schemes and the development of biogas.

Excise duty on gas: an increase of 85% since 2023

The 2025 finance law provides for a reduction in the excise duty on natural gas From the 1Er August 2025. Fixed at 15.43 euros/MWh, its amount remains however almost twice as high as that applied between 2018 and 2023.

A fiscal trajectory influenced by economic and social events

After five years of fiscal stability, in 2025, the State affirmed its desire to regulate energy taxation.

Initially designed to increase gradually, the excise duty on natural gas has experienced a An unsteady evolution, against a background of economic and geopolitical turmoil.

In 2018, the tax has undergone a first jump of 43.7% with the integration of the carbon tax (climate-energy contribution — CIE). The excise on gas was then Frost until 2023 to protect consumers, under the effect of the Yellow Vests movement, the Covid-19 health crisis and the conflict in Ukraine.

A sudden increase in excise duties on gas from 2024

Since 2024, the State has been engaged in a catch-up phase. In 2024, the amount of excise duty on natural gas almost doubled, with a 95% increase linked to the end of the tariff shield and galloping inflation.

2025 marks a slight relaxation with a price reduced from 17.16 euros/MWh to 15.43 euros/MWh. However, this amount represents a increase of 84% compared to 2023. This rate now includes:

  • The normal rate provided for by the finance law: 10.54 euros/MWh.

An increase of 4.89 euros/MWh to ensure territorial equalisation and guarantee public service in non-interconnected areas, in Corsica and in overseas territories.

Value Added Tax: a single rate in 2025

Value Added Tax (VAT) represents an important part of gas taxation. The 2025 finance law increases consumers' bills by homogenizing VAT rates to 20%.

Towards the end of differentiated VAT rates

VAT covers all elements of gas bill, from consumption to supply, including delivery costs and even taxes (gas excise and CTA)!

Until 2025, two VAT rates applied to natural gas:

  • A reduced rate of 5.5% on the subscription price and the Delivery Rate Contribution (CTA).
  • A standard rate of 20% on the consumption of natural gas and the excise duty on gas.

An increase in VAT in 2025

With the 2025 finance law, the distinction between VAT rates disappears for electricity and gas.

From the 1Er August, one single VAT rate of 20% will be applied to all gas bill items, with an increasing impact on the energy budget of businesses and individuals.

This harmonization puts France in compliance with European law requirements, which imposes consistent VAT for the same service.

The Delivery Rate Contribution (CTA): a stable tax

Since 2004, the Transport Tariff Contribution (CTA) has played a key role in financing the pension plan for the electricity and gas industries (IEG).

A calculation based on network access rates

The CTA is calculated based on a Percentage applied to third party access rates to the transport network (ATRT) and to the distribution network (LATE) natural gas.

Its rates, set by the State, apply to the fixed portion excluding tax of transport costs, regardless of energy consumption. Since 2013, the rates have been as follows:

  • 4.71% on natural gas transport services.
  • 20.80% on natural gas distribution services.

CTA stability confirmed in 2025

The CTA on natural gas is one of the few energy taxes that remains stable over the long term. Its rates remain unchanged since the 1Er January 2013.

With a limited impact on gas bills, CTA participates in thesocial balance in the energy sector. By supplementing the insufficient provisions accumulated by the State at the time when electricity and gas companies were nationalized, this tax ensures the sustainability of historic pension plans.

Over the past two years, tax decisions have redefined the rules of the game, with a sudden increase in the excise duty on natural gas and the homogenization of VAT. The objective is twofold for the State: to accelerate the energy transition by encouraging the reduction of fossil gas consumption, while at the same time replenishing public finances. However, this fiscal and environmental strategy raises a major social challenge, with the risk of worsening inequalities in access to energy for the most fragile businesses and households.
