The Government is setting up a public guarantee fund to help energy-intensive businesses.

Thanks to this agreement obtained March 1, 2023, businesses can now benefit from bonds partially guaranteed by the State for their energy supply contracts (gas or electricity) with banks, insurance companies or financing companies.

This public guarantee is available at all sectors of activity and is managed by the Caisse Centrale de Réassurance (CCR).

Which companies are eligible for public energy guarantee funds?

To benefit from the public energy guarantee, companies must meet certain conditions:

The electricity or gas supply contract must have been concluded after August 31, 2022, cover at least part of 2023 and Do not exceed December 31, 2024.

The warranty should be limited to 3 months of energy supply And to be taken out with a bank, an insurer or a financing company that has signed an agreement with the Caisse Centrale de Réassurance. The list of signatory establishments will be published on the Ministry's website and updated regularly.

Companies registered in France with an annual volume of more than 1 GWh for electricity or 2 GWh for gas are eligible.

A device that will contribute to reducing the liquidity problems of businesses

The public energy guarantee fund will contribute to the creation of a bond market for companies to replace collateral requested by electricity and gas suppliers to companies when signing or renewing supply contracts, which may lead to liquidity problems.

Thanks to this system, eligible businesses will be able to benefit from a bond partially guaranteed by the State and will in fact no longer be obliged to provide additional collateral (between 3 and 4 months of cash invoices as a bank guarantee before the start of the supply) to their energy supplier.
