🚨 Bruno Le Maire details the assistance systems for businesses facing the energy crisis

On the occasion of his hearing before the Finance Committee of the National Assembly on the PLF 2023 (2023 Finance Bill), Bruno Le Maire, Minister of the Economy, Finance and Industrial and Digital Sovereignty, specified the aid mechanisms planned to protect businesses from the rise in energy:

  • For small businesses (turnover <2 million € and with less than 10 employees) : They are protected by regulated sales rates as for individuals (increase limited to 15% for 2023);
  • For businesses (turnover >2 million €): They benefit from a more simplified counter than the previous one, which will be operational on October 3, 2022 up to 2 million euros. The eligibility criteria are as follows:
  • Businesses that have gas and/or electricity purchases reaching at least 3% of their 2021 turnover ;
  • The price of energy must To have doubled compared to 2021;
  • Any company, from the first euro, that loses money over a month ” can go to the website of the Department of Public Finances to request assistance, assured Bruno Le Maire;
  • To benefit from the aid, a decrease in EBITDA (Gross Operating Excess) over the period is sufficient.

Note that 3 billion euros are included in the budget to protect businesses from rising energy prices.

The objective for the minister, thanks to this aid, is to: “Protecting our industrial fabric from the ravages of soaring electricity and gas prices.”

Ongoing discussions with the European Commission

For the year 2023, Bruno Le Maire wishes to open discussions with Brussels on new measures:

  • He wants Simplifying the existing system, which is insufficient and too complex: He asked that the share of energy in turnover, currently 3%, be Lowered and calculated not for the year preceding 2022 but During the year ;
  • He also asked that The EBITDA criterion, which fell over 3 months, be abolished. The idea is to use a single criterion which is the drop in profits over a month;
  • Bruno Le Maire asked that the Aid ceiling be doubled in order to provide the necessary amounts for the companies that need them the most: from 25 to 50 million euros for the 50 million ceiling and from 50 to 100 million euros.

These projects must be approved by the Member States, who will discuss them in particular at an upcoming exceptional meeting Energy ministers September 30, 2022 in Brussels. We will keep you updated.
